But as a layperson I would tend to think that the PS3 is powerful enough to do PS2 emulation entirely in software. a software emulator has to be optimized for each game and even then some games will probably have issues (see Xbox 360's Xbox emulation).
That's right, but I think it was the quickest and bar far the most complete route to include the hardware.
